We live in an age when the cigarette industry is under almost constant attack. Few weeks pass without yet another report on the hazards of smoking, or news of another anti-cigarette lawsuit, or more restrictions on cigarette sales, advertising, or use. It's somewhat surprising, then, that very little attention has been given to the fact that America has traveled down this road before.
Until now, that is. As Cassandra Tate reports in this fascinating work of historical scholarship, between 1890 and 1930, fifteen states enacted laws to ban the sale, manufacture, possession, and/or use of cigarettes--and no fewer than twenty-two other states considered such legislation. In presenting the history of America's first conflicts with Big Tobacco, Tate draws on a wide range of newspapers, magazines, trade publications, rare pamphlets, and many other manuscripts culled from archives across the country. Her thorough and meticulously researched volume is also attractively illustrated with numerous photographs, posters, and cartoons from this bygone era.
Readers will find in Cigarette Wars an engagingly written and well-told tale of the first anti-cigarette movement, dating from the Victorian Age to the Great Depression, when cigarettes were both legally restricted and socially stigmatized in America. Progressive reformers and religious fundamentalists came together to curb smoking, but their efforts collapsed during World War I, when millions of soldiers took up the habit and cigarettes began to be associated with freedom, modernity, and sophistication. Importantly, Tate also illustrates how supporters of the early anti-cigarette movement articulated virtually every issue that is still being debated about smoking today; theirs was not a failure of determination, she argues in these pages, but of timing.
A compelling narrative about several clashing American traditions--old vs. young, rural vs. urban, and the late nineteenth vs. early twentieth centuries--this work will appeal to all who are interested in America's love-hate relationship with what Henry Ford once called "the little white slaver." At the time when European powers colonized the Americas, the institution of slavery had almost disappeared from Europe itself. Having overcome an institution widely regarded as oppressive, why did they sponsor the construction of racial slavery in their new colonies? Robin Blackburn traces European doctrines of race and slavery from medieval times to the early modern epoch, and finds that the stigmatization of the ethno-religious Other was given a callous twist by a new culture of consumption, freed from an earlier moral economy. The Making of New World Slavery argues that independent commerce, geared to burgeoning consumer markets, was the driving force behind the rise of plantation slavery. The baroque state sought - successfully - to batten on this commerce, and - unsuccessfully - to regulate slavery and race. Successive chapters of the book consider the deployment of slaves in the colonial possessions of the Portuguese, the Spanish, the Dutch, the English and the French. Each are shown to have contributed something to the eventual consolidation of racial slavery and to the plantation revolution of the seventeenth and eighteenth centuries. It is shown that plantation slavery emerged from the impulses of civil society rather than from the strategies of the individual states. Robin Blackburn argues that the organization of slave plantations placed the West on a destructive path to modernity and that greatly preferable alternatives were both proposed and rejected. Finally he shows that the surge of Atlantic trade, premised on the killing toil of the plantations, made a decisive contribution to both the Industrial Revolution and the rise of the West. [via]

In his preface the author writes: "Europe's style was both courageous and ignoble, Europe's achievement both magnificent and appalling. There is less need now that Europe's hegemony is over, for pride or shame to color historical judgments." In that candid vein Mr. Davies provides a balanced and impartial history of British, French, and Dutch beginnings in North America, the Caribbean, and West Africa to the end of the seventeenth century. He contrasts two styles of empire: the planting of trading posts in order to gather fur, fish, and slaves; and the planting of people in colonies of settlement to grow tobacco and sugar. He shows that the first style, involving little outlay of capital, was favored by European merchants; the second, by rulers and landlords. In his conclusion he examines the impact made by the Europeans on the people they traded with and expropriated, and assesses the diplomatic, economic, and cultural repercussions of the North Atlantic on Europe itself.

This is the David-and-Goliath story of how an American bureaucrat took on the tobacco industry--and helped topple it. David Kessler, head of the Food and Drug Administration for seven years under Presidents Bush and Clinton, earned the nickname "Eliot Knessler" from The Washington Post--a pun meant to evoke the memory of the Prohibition-era gangbuster--because he rejuvenated a moribund agency. The FDA regulated, in Kessler's words, "one quarter of every dollar Americans spent--from the food they eat to the drugs they take to the cosmetics they wear." Yet it lacked the courage to take on the country's most lethal product: cigarettes. So did Kessler, at least initially. He agreed with aides and others that Big Tobacco was too powerful a force in Washington, D.C. "The industry perceived threats everywhere, and responded to them ferociously," he writes. Moreover, challenging the industry would waste important resources that could have a more tangible benefit for consumers if they were spent elsewhere. Even before making the choice to go after cigarettes, Kessler was a figure of controversy, and this only intensified when he became one of the few Republican holdovers in the Clinton administration.
Much of the book deals with the routine business of the FDA: orange-juice seizures, a fight to restrict the sale of body tissues from foreign sources, how he responded to complaints that syringes were found in Pepsi cans, and so on. But the driving force behind Kessler's narrative is how he slowly woke up to the possibility of regulating cigarettes. "It is too easy to be swayed by the argument that tobacco is a legal product and should be treated like any other," he writes. "A product that kills people--when used as intended--is different. No one should be allowed to make a profit from that." His story is a lesson in Washington power politics--a game he played with naiveté when he started but was expert at by the end of his tenure.
To say Kessler and his team of FDA regulators "defeated" Big Tobacco is an overstatement: they were part of a broader effort that included trial lawyers, consumer groups, and crusading journalists, and the industry hasn't exactly gone away. But they were instrumental in forcing tobacco companies to admit that nicotine is addictive and cigarettes cause cancer, and in bringing about a sea change in the industry's legal and popular standing. Kessler now believes in regulation so tight it will strangle Big Tobacco forever: "If our goal is to halt this manmade epidemic," he writes, "the tobacco industry, as currently configured, needs to be dismantled." A Question of Intent is a well-told muckraker. It unfolds deliberately, like a good detective story. Iain Gately's Tobacco is a sweeping cultural history of the world's most prevalent addiction, and it's probably the best book ever written on its subject. Gately begins in pre-Columbian America, where the natives made tobacco "their most popular gift to the rest of humanity," and continues through all the cantankerous smoking litigation of the 1990s. The story touches on just about every subject imaginable: tobacco in literature, the movies, and society. It would be wrong to call Gately an advocate of smoking, but he clearly takes pleasure, for example, in noting that Hitler's Nazis launched one of history's most vigorous anti-smoking initiatives. The book is full of delicious trivia: Many of Shakespeare's contemporaries smoked, but there's no evidence that the Bard himself did, and none of his plays make any mention of smoking; he "kept his writing a smoke-free zone." Nevertheless, reports Gately with a smirk, there is "archaeological evidence proving that smoking was going on around the Shakespeare household in Stratford-upon-Avon during his life."
