The more things change, the more they remain the same. Modern American politics may often resemble a demented circus, but thus it has always been. So writes historian Joanne Freeman in this vigorous account of America's first national leaders, those entrusted with creating a nation unlike any other on Earth, one "egalitarian, democratic, representative, straightforward, and virtuous in spirit, public-minded in practice." The reality was less noble than all that; as Freeman writes, the first postrevolutionary Congress, convened in the spring of 1789, was marked by regional and private rivalries, mudslinging, acrimony, favor-seeking, and backroom bargaining, all of which produced far more discord than unity. In that climate, as John Adams and George Washington would often complain, these early politicians were more interested in "their interests, careers, reputations, and pocketbooks" than in matters of the public good. Yet, Freeman suggests, it could scarcely have been otherwise; an "emotional logic" governed the governors, involving a shared code of honor that drew no lines between the personal with the political, so that any disagreement over policy was liable to turn into a duel or campaign of slander; a day-to-day style of conduct in which panic, paranoia, and shrill accusations were the norm; a fortress mentality in which anyone who was not a sworn friend was a sworn enemy.
Amazingly, it sometimes seems, they made a nation. Freeman's well-crafted study makes a useful corrective to the view that contemporary politics represents a freefall from some golden age, and it adds much to our understanding of America's past. --Gregory McNamee [via]

This book moves the discussion of affirmative action beyond the United States to other countries that have had similar policies, often for a longer time than Americans have. It also moves the discussion beyond the theories, principles, and laws that have been so often debated to the actual empirical consequences of affirmative action in the United States and in India, Nigeria, Malaysia, Sri Lanka, and other countries. Both common patterns and national differences are examined. Much of what emerges from a factual examination of these policies flatly contradicts much of what was expected and much of what has been claimed. [via]

Michael Walzer is one of the world's most eminent philosophers on the subject of war and ethics. Now, for the first time since his classic Just and Unjust Wars was published almost three decades ago, this volume brings together his most provocative arguments about contemporary military conflicts and the ethical issues they raise. The essays in the book are divided into three sections. The first deals with issues such as humanitarian intervention, emergency ethics, and terrorism. The second consists of Walzer's responses to particular wars, including the first Gulf War, Kosovo, Afghanistan, and Iraq. And the third presents an essay in which Walzer imagines a future in which war might play a less significant part in our lives. In his introduction, Walzer reveals how his thinking has changed over time. Written during a period of intense debate over the proper use of armed force, this book gets to the heart of difficult problems and argues persuasively for a moral perspective on war. [via]

A biography of Bessie Smith, the great singer known as the "Empress of the Blues". Considered by many to be the greatest blues singer of all time, Bessie Smith was also a successful vaudeville entertainer who became the highest paid African-American performer of the roaring twenties. This revised and expanded edition of the biography of this extraordinary artist, debunks many of the myths that have circulated since her untimely death in 1937. Chris Albertson seeks to write with insight and candour about the singer's personal life and her career, supplementing his historical research with dozens of interviews with her relatives, friends and associates, in particular Ruby Walker Smith, a niece by marriage who toured with Bessie for over a decade. For this edition he includes more details of Bessie's early years, new interview material, and a chapter devoted to events and responses that followed the original publication in 1971. [via]

Ivan IV, 'the Terrible' (1533-1584) is one of the key figures in Russian history, yet he has remained among the most neglected. Notorious for pioneering a policy of unrestrained terror - and for killing his own son - he has been credited with establishing autocracy in Russia. This is the first attempt to write a biography of Ivan from birth to death, to study his policies, his marriages, his atrocities, his disordered personality, and to link them as a coherent whole. Isable de Madariaga situates Ivan within the background of Russian political developments in the sixteenth century. And, with revealing comparisons with English, Spanish and other European courts, she sets him within the international context of his time. The biography includes a new account of the role of astrology and magic at Ivan's court, and provides fresh insights into his foreign policy. Facing up to problems of authenticity (much of Ivan's archive was destroyed by fire in 1626) and controversies which have paralysed western scholarship, de Madariaga seeks to present Russia as viewed from the Kremlin rather than from abroad and comprehend the full tragedy of Ivan's reign. Written by one of this country's foremost urban historians, Downtown is the first history of what was once viewed as the heart of the American city. It tells the fascinating story of how downtown, and the way Americans thought about it, changed over time. By showing how businessmen and property owners worked to promote the well-being of downtown, even at the expense of other parts of the city, it also gives a riveting account of spatial politics in urban America. Drawing on a wide array of contemporary sources, Robert M. Fogelson brings downtown to life, first as the business district, then as the central business district, and finally as just another business district. His book vividly recreates the long-forgotten battles over subways and skyscrapers in the late nineteenth and early twentieth centuries. And it provides a fresh, often startling perspective on elevated highways, parking bans, urban redevelopment, and other controversial issues. This groundbreaking book will be a revelation to scholars, city planners, policymakers, and general readers interested in American cities and American history. [via]

A successful expansion of his lecture series at Harvard, Thomas Kelly's First Nights chronicles the events leading to the first performances of five enduring masterpieces. He places Monteverdi's opera L'Orfeo, Handel's venerable Messiah, symphonies by Beethoven and Berlioz, and the Stravinsky ballet The Rite of Spring in the respective contexts of the cities, musical cultures, and performance venues in which they were first heard. Kelly builds his chapters through an accumulation of minute but not trivial detail. The first Euridice in L'Orfeo was a castrato priest; the oppression of Catholics in Handel's Dublin was shocking; the legendary catcalls at The Rite of Spring's premiere began before the curtain went up.
As Kelly gathers these pieces of the puzzle together, we become desperate to find out what will happen, completely forgetting that we already know how the music ultimately triumphed over time. Along the way, there is hilarious information about the audiences (Handel's would not have been out of place at a rodeo, though Monteverdi's was unusually well informed) and reactions from the performers (conductor Pierre Monteux apparently always hated the Rite). There are also many factoids about how the music must have sounded. (Did you know that the first performance of Beethoven's Ninth included a piano?)
Kelly has provocative ideas about performance practice, suggesting that it is really a matter of how adaptable musicians need to be; he feels that musical works themselves, not just our perceptions of them, change over time. A great deal of First Nights is devoted to documents about the works, and the discography is helpfully annotated by Jen-Yen Chen. The book is unusually well designed, and no knowledge of score reading is necessary. --William R. Braun [via]

Security depends on intelligence. This is a discussion of basic problems in American intelligence and how to fix them, outlining fundamental restructuring of this vast network of agencies, technology and human agents. William E. Odom is a high-ranking member of the United States Intelligence community. In the wake of 9/11, Odom has revised and updated a critique he wrote several years before for staffs of the US congressional committee overseeing the vast American intelligence bureaucracy. His recommendations for revamping this essential component of American security are here available for general readers as well as for policymakers. While giving an overview of the world of US intelligence, Odom shows that the failure of American intelligence on 9/11 had much to do with the complex bureaucratic relationships existing among the various components of the Intelligence Community. The sustained fragmentation within the Intelligence Community since World War II is part of the story; the blurring of security and intelligence duties is another. Odom describes the various components of American intelligence in order to give readers an understanding of how complex they are and what can be done to make them more effective in providing timely intelligence and more efficient in using their large budgets. He shows definitively that they cannot be remedied with quick fixes but require deep study of the entire bureaucracy and the commitment of the US government to implement the necessary reforms. [via]

For members of the social elite in 18th-century England, extended travel for pleasure came to be considered part of an ideal education as well as an important symbol of social status. Italy, and especially Rome - a fashionable, exciting, and comfortable city - became the focus of such early tourists' interest. In this book, historian Jeremy Black recreates the actual tourist experiences of those who travelled to Italy on a Grand Tour. Relying on the private diaries and personal letters of travellers, rather than on the self-conscious accounts of literary travellers who wrote for wider audiences, the book presents an authentic picture of how British tourists experienced Italy, its landscapes, women, food, music, Catholicism, and more. Using material from archives across Britain and a generous selection of illustrations, the book highlights the discrepancy between the idealised view of the Grand Tour and its reality: what people were meant to do was not necessarily what they did, what the guide books described as splendid was not always so perceived. Black quotes British visitors as they reflect on their trips, and he discusses what their Italian experiences meant to them. And he considers the intriguing effects of tourism on British culture during this most exciting of centuries. [via]

Drawing upon scientific findings, the authors describe the royal estate in the cloud forest where the Inca emperor and his guests went to escape the pressures of the capital. In addition to Bingham's account of his first expedition in 1911, the book includes both modern and archival photographs of the site as well as colour illustrations and explanations of some 120 gold, silver, ceramic, bone and textile works recovered at Machu Picchu. Liberalism is egalitarian in principle, but why doesnt it do more to promote equality in practice? In this book, the distinguished political philosopher Michael Walzer offers a critique of liberal theory and demonstrates that crucial realities have been submerged in the evolution of contemporary liberal thought.
In the standard versions of liberal theory, autonomous individuals deliberate about what ought to be donebut in the real world, citizens also organize, mobilize, bargain, and lobby. The real world is more contentious than deliberative. Ranging over hotly contested issues including multiculturalism, pluralism, difference, civil society, and racial and gender justice, Walzer suggests ways in which liberal theory might be revised to make it more hospitable to the claims of equality.
Combining profound learning with practical wisdom, Michael Walzer offers a provocative reappraisal of the core tenets of liberal thought. Politics and Passion will be required reading for anyone interested in social justiceand the means by which we seek to achieve it.

For the great Renaissance masters, the creation of art was not only an intellectual or aesthetic exercise. It was a contest. The artists of 16th-century Italy knew each other's work, knew each other's patrons, and knew each other - sometimes as friends and colleagues, sometimes as enemies, but always as rivals. This volume views the lives and greatest works of Michelangelo, Leonardo, Raphael and Titian through the prism of their ardent rivalry. Rona Goffen, scholar of the Italian Renaissance, seeks to bring the artists to life in this account of their impassioned strivings to outdo both living competitors and the masters of antiquity. Rivalry was the leitmotif of the Renaissance masters' careers, Goffen shows, and Michelangelo's art was their competitive point of reference. Quoting from poems, letters, treatises, contracts, and other contemporary writings, the author demonstrates the extent to which artists, as well as their patrons and colleagues, characteristically thought about art in the context of rivalry. Renaissance patrons often stipulated in contracts with artists that their commissions be more beautiful than works made for other patrons. The artists themselves, motivated sometimes by the immediate and pragmatic advantages of patronage and at other times by the hope of immortal fame, competed for commissions ranging from highly public projects at the Vatican to small works intended for the intimate setting of a collector's study. These masters conceived their works in dialogue with each other's inventions, evoking their rivals' ideas precisely with the intention of surpassing them. Goffen brings into sharp focus the immediacy, intensity and complexity of artistic rivalry among the Renaissance masters, recovering for us the emotional and professional circumstances that brought about their magnificent creations. This is undoubtedly the greatest love story ever written, spawning a host of imitators on stage and screen, including Leonard Bernstein's smash musical West Side Story, Franco Zeffirelli's Romeo and Juliet filmed in 1968, and Baz Luhrmann's postmodern film version Romeo + Juliet. The tragic feud between "Two households, both alike in dignity/In fair Verona", the Montagues and Capulets, which ultimately kills the two young "star-crossed lovers" and their "death-marked love" creates issues which have fascinated subsequent generations. The play deals with issues of intergenerational and familial conflict, as well as the power of language and the compelling relationship between sex and death, all of which makes it an incredibly modern play. It is also an early example of Shakespeare fusing poetry with dramatic action, as he moves from Romeo's lyrical account of Juliet--"she doth teach the torches to burn bright!" to the bustle and action of a 16th-century household (the play contains more scenes of ordinary working people than any of Shakespeare's other works). It also represents an experimental attempt to fuse comedy with tragedy. Up to the third act, the play proceeds along the lines of a classic romantic comedy. The turning point comes with the death of one of Shakespeare's finest early dramatic creations--Romeo's sexually ambivalent friend Mercutio, whose "plague o' both your houses" begins the play's descent into tragedy, "For never was a story of more woe/Than this of Juliet and her Romeo". --Jerry Brotton [via]

John Ruskin's "Sesame and Lilies", first published in 1865, stands as a classic 19th-century statement on the natures and duties of men and women. Although widely popular in its time, the work in its entirety has been out of print since the early 20th century. This volume reunites the two halves of the work: "Of Kings' Treasuries", in which Ruskin critiques Victorian manhood, and "Of Queens' Gardens", in which he counsels women to take their places as the moral guides of men and urges the parents of girls to educate them to this end. Feminist critics of the 1960s and 1970s regarded "Of Queens' Gardens" as an exemplary expression of repressive Victorian ideas about femininity, and they paired it with John Stuart Mill's more progressive "Subjection of Women". This volume, by including the often ignored "Of Kings' Treasuries", offers readers full access to Ruskin's complex and sometimes contradictory views on men and women. The accompanying essays place "Sesame and Lilies" within historical debates on men, women, culture and the family. Elizabeth Helsinger examines the text as a meditation on the pleasures of reading; Seth Koven gives a wide-ranging account of how Victorians read "Sesame and Lilies"; and Jan Marsh situates the work within controversies over educational reform. Two of Locke's most mature and influential political writings and three brilliant interpretive essays have been combined here in one volume. Among the most influential writings in the history of Western political thought, John Locke's "Two Treatises of Government" and "A Letter Concerning Toleration" remain vital to political debates more than three centuries after they were written. The complete texts are accompanied by interpretive essays by three prominent Locke scholars. Ian Shapiro's introduction places Locke's political writings in historical and biographical context. John Dunn explores both the intellectual context in which Locke wrote the "Two Treatises of Government" and "A Letter Concerning Toleration" and the major interpretive controversies surrounding their meaning. Ruth Grant offers a comprehensive discussion of Locke's views on women and the family, and Shapiro contributes an essay on the democratic elements of Locke's political theory. Taken together, the texts and essays in this volume offer insights into the history of ideas and the enduring influence of Locke's political thought. [via]
