Forty years after the creation of the Royal Commission on Bilingualism and Biculturalism, "Bilingual Today, United Tomorrow" examines the responses of Canada's federal and provincial governments to the Commission's recommendations on education. In contrast to the many critics of official bilingualism, Matthew Hayday argues that the educational programs funded by the government's Official Languages in Education Program, launched in 1970, had a significant impact on how Canadians view their national identity, encouraging increasing acceptance of official bilingualism and linguistic duality. Hayday shows how the language programs and policies initiated by the Trudeau government supported French-Canadian and Acadian minority communities, enabling them to develop minority language education systems and laying the groundwork for the minority language education rights contained in section 23 of the Canadian Charter of Rights and Freedoms. He examines how the dynamics of Canadian federalism shaped the implementation and development of language policy in six Canadian provinces, and shows how advocates of these programs - politicians, bureaucrats, parents, lobbyists and teachers - worked to ensure their success. These dynamic programs not only guaranteed minority language education rights but dramatically increased access to French second language instruction, particularly through the innovative new sector of French immersion. When Canada's bare-bones military entered World War II, it consisted of 4,000 soldiers-- including 450 officers. Six years later, Canada was the world's biggest per-capita contributor of soldiers to the war, with 700,000 men commanded by 68 generals. The Generals, written by one of Canada's leading military historians, Jack Granatstein, tells these generals' stories, warts and all.
Granatstein, former director of the Canadian War Museum, is known for arguing that Canadians have failed to celebrate their heroes. In The Generals, he tries to correct the situation. He tells the story of now-forgotten generals like Lt.-Gen. Guy Simonds, who commanded Canada's II Corps during Normandy. The imperious British Field Marshall Bernard Montgomery called Simonds the only Canadian general "fit to hold high command in war." Simonds, at 41, became the youngest corps commander in the Commonwealth and played an important role in liberating France from the Nazis, surprising the Germans with the first-ever combat use of armoured personnel carriers to protect infantry and give them more mobility.
Granatstein also shows how many of Canada's generals spent much of their time not devising military strategy, but pumping up their careers and scheming against rivals. Some of Canada's most venerated wartime generals are revealed as small-minded and jealous incompetents who jeopardized Canadian soldiers' lives and were held in low regard by their British and U.S. counterparts. Even the popular Simonds was disliked by many of his fellow Canadian officers; one said that as a leader Simonds wasnt worth "a pinch of coonshit." But it takes all kinds to win a war, as Granatstein takes pains to point out. "Remember, it isn't only the good boys who help to win wars," Winston Churchill is quoted as saying.
