The Emancipation Proclamation is the most important document of arguably the greatest president in U.S. history. Now, Edna Greene Medford, Frank J. Williams, and Harold Holzereminent experts in their fieldsremember, analyze, and interpret the Emancipation Proclamation in three distinct respects: the influence of and impact upon African Americans; the legal, political, and military exigencies; and the role pictorial images played in establishing the document in public memory. The result is a carefully balanced yet provocative study that views the Proclamation and its author from the perspective of fellow Republicans, anti-war Democrats, the press, the military, the enslaved, free blacks, and the antislavery white establishment, as well as the artists, publishers, sculptors, and their patrons who sought to enshrine Abraham Lincoln and his decree of freedom in iconography.
Medford places African Americans, the people most affected by Lincolns edict, at the center of the drama rather than at the periphery, as previous studies have done. She argues that blacks interpreted the Proclamation much more broadly than Lincoln intended it, and during the postwar years and into the twentieth century they became disillusioned by the broken promise of equality and the realities of discrimination, violence, and economic dependence. Williams points out the obstacles Lincoln overcame in finding a way to confiscate propertyenslaved humanswithout violating the Constitution. He suggests that the president solidified his reputation as a legal and political genius by issuing the Proclamation as Commander-in-Chief, thus taking the property under the pretext of military necessity. Holzer explores how it was only after Lincolns assassination that the Emancipation Proclamation became an acceptable subject for pictorial celebration. Even then, it was the image of the martyr-president as the great emancipator that resonated in public memory while any reference to those African Americans most affected by the Proclamation was stripped away.
This multilayered treatment reveals that the Proclamation remains a singularly brave and bold actbrilliantly calculated to maintain the viability of the Union during wartime, deeply dependent on the enlightened voices of Lincolns contemporaries, and owing a major debt in history to the image-makers who quickly and indelibly preserved it.
AUTHOR BIO: Harold Holzer is the author or coauthor of twenty-three books and 350 articles on the political culture of Abraham Lincoln and the Civil War era. In 2005, he received a Lincoln Prize for his book Lincoln at Cooper Union and performed "Lincoln Seen and Heard" with actor Sam Waterson, broadcast live on television from the White House. He lives in New York, where he is senior vice president for external affairs at the Metropolitan Museum of Art.Edna Greene Medford is an associate professor and director of graduate studies in the Department of History at Howard University. She has appeared as a commentator on C-SPANs broadcast of the re-enactment of the Lincoln-Douglas debates as well as on the networks American Presidents Series and other history programs. Through an original analysis of slavery as an economic institution, Gavin Wright presents a fresh look at the economic divergence between North and South in the antebellum era. Wright draws a distinction between slavery as a form of work organization (the aspect that has dominated historical debates) and slavery as a set of property rights. Slaves could be purchased and carried to any location where slavery was legal; they could be assigned to any task regardless of gender or age; the could be punished for disobedience, with no effective recourse to the law; they could be accumulated as a form of wealth; they could be sold or bequeathed. Wright argues that slave-based commerce was central to the eighteenth-century rise of the Atlantic economy, not because slave plantations were superior as a method of organizing production, but because slaves could be put to work on sugar plantations that could not have attracted free labor on economically viable terms. On the mainland, Wright suggests that the decisive steps in regional divergence came with the abolition of slavery in the northern states and the exclusion of slavery from the Northwest Territory, measures whose economic impact has been underappreciated. He portrays the seventy years between the Constitution and southern secession as an economic cold war between two fundamentally different systems of property rights. Paradoxically, both sides had reason to claim victory in this contest, if each were allowed to use an economic scoreboard appropriate to its property-rights regime. Rather than seeing the slave South as a flourishing economy that subsequently declined, Wright maintains that the roots of postbellum backwardness were evident in the antebellum era. Though all cities must contend with their physical settings, Craig E. Colten demonstrates that New Orleans may be the city most dependent on human-induced transformations of its precarious site. Colten traces engineered modifications to New Orleans's natural environment from 1800 to 2000. Before the city could swell in size and commercial importance as its nineteenth-century boosters envisioned, builders had to wrest it from its waterlogged site, protect it from floods, expel disease, and supply basic services using local resources. Colten shows how every manipulation of the environment made an impact on the city's social geography as well-often with unequal, adverse consequences for minorities-and how each still requires maintenance and improvement today. For example, while the massive levee system has controlled the unpredictable Mississippi, it also captures heavy downpours, creating a new set of internal flood problems.
