Folks who like their global political analysis presented in snippy sound bite form can hurry along to the Carvilles and Coulters and find plenty of reading material. But for those who appreciate the complex tapestry of security issues and international affairs, Robert Cooper offers plenty to think about. The present-day world, posits Cooper, is divided into three types of nations: premodern (often third world and politically unstable), modern, and postmodern. While the present-day Europe Union exists as a postmodern model, with each country relying on others to facilitate prosperity, most other large nations, including, for the moment, the United States, are stuck in a merely modern capacity, still viewing foreign policy as essentially a way of keeping enemies at bay and maintaining the status quo. As terrorism grows more powerful and the "premodern" world more unstable, sophisticated weaponry becomes more readily available to terrorist organizations. It then falls t! o the enlightened "postmodern" countries to intervene militarily, taking a pre-emptive approach when necessary, to contain threats, root out bad guys, and defend the world. With this scenario in mind, Cooper urges EU members to increase their military capability to better measure up to the status and power of the American military forces. But as technology makes weapons of mass destruction more readily available around the planet, a more aggressive diplomatic strategy, Cooper says, is crucial to effectively dealing with the build up of weaponry and he presents five "maxims" to illustrate how such a diplomacy should be organized. While Cooper cogently presents his vision of where the world is and where the powerful nations need to take it, he also acknowledges the vagaries of a shifting world and as such presents The Breaking of Nations more as a rumination on complex issues than a ready-made solution. --John Moe [via]

Education and the State re-examines the role of government in education and challenges the fundamental statist assumption that the state is best able to provide an education for the general population.
West explores the views on education of the nineteenth-century British reformers and classical economists who argued the necessity of state education. He demonstrates that by the Foster Act of 1870 the state system of education was superimposed upon successful private efforts, thereby suppressing an emerging and increasingly robust structure of private, voluntary, and competitive education funded by families, churches, and philanthropies.
This new and expanded edition of Education and the State addresses the American situation in education, applying the lessons learned from the study of British institutions. It also broadens their application from education to the conduct of democracy as a political system.

It is the thesis of this monumentally argued book that the United States Supreme Courtlargely through abuses of the Fourteenth Amendment to the Constitutionhas embarked on "a continuing revision of the Constitution, under the guise of interpretation." Consequently, the Court has subverted America's democratic institutions and wreaked havoc upon Americans' social and political lives.
One of the first constitutional scholars to question the rise of judicial activism in modern times, Raoul Berger points out that "the Supreme Court is not empowered to rewrite the Constitution, that in its transformation of the Fourteenth Amendment it has demonstrably done so. Thereby the Justices, who are virtually unaccountable, irremovable, and irreversible, have taken over from the people control of their own destiny, an awesome exercise of power."
The Court has accomplished this transformation by ignoring or actually distorting the original intent of both the framers and the supporters of the Fourteenth Amendment. In school desegregation and legislative reapportionment cases, for example, the Court manipulated the history, meaning, and purpose of the amendment's Equal Protection Clause in order to achieve a desired political result. In cases involving First Amendment freedoms and the rights of the accused, the judges converted the Fourteenth Amendment's Due Process Clause into a vehicle for the nationalization of the Bill of Rights. Yet these actions were nothing less than "usurpations" that robbed "from the States a power that unmistakably was left to them."
This new second edition includes the original text of 1977 and extensive supplementary discourses in which the author assesses and rebuts the responses of his critics.

Readers of Black Hawk Down know Mark Bowden can tell an exciting story about as well as any writer at work today. Killing Pablo is further proof. It describes the rise and fall of Pablo Escobar, a notorious Colombian drug lord who became one of the narcotic trade's first billionaires. Pablo--Bowden refers to him by his first name throughout the book--started out as a petty thief and wound up running a massive smuggling empire. At his height in the 1980s, he owned fleets of boats and planes, plus 19 separate residences in Medellin, each with its own helipad. Violence marked everything he did: "He wasn't an entrepreneur, and he wasn't even an especially talented businessman. He was just ruthless." He bought off police, politicians, and judges throughout his country, and killed many others who wouldn't cooperate. The Colombian government tried to capture him, but without much luck; he evaded them time after time. "Now and then the police achieved enough surprise to catch him, literally, with his pants down. In [1988], about one thousand national police raided one of his mansions," writes Bowden. "Pablo fled in his underwear, avoiding the police cordon on foot." He got away, again, but his days were numbered. He was making powerful enemies in both Colombia and the United States. The final straw probably came when Pablo's men murdered a popular politician and, three months later, planted a bomb on a plane, killing 110 people, including two Americans.
The bulk of Killing Pablo describes what happened when the U.S. government put its resources behind the hunt for Pablo. Bowden describes the search in gripping detail, from the massive electronic-surveillance effort to bureaucratic infighting between rival U.S. agencies. This is an outstanding work of reportorial journalism, too: in the epilogue, Bowden drops tantalizing hints that it was an American--not a Colombian--who delivered the killing shot to Pablo in 1993. Readers looking for a real-life thriller--or any kind of thriller, for that matter--won't do much better than Killing Pablo. [via]
