In this fast-paced account of what happened to Florida's controversial vote, he explains how a defeated Gore desperately fought to turn things around. He starts by suggesting that tens of thousands of voters in the Florida Panhandle--Republican country--decided not to cast ballots when the media wrongly called the state for Gore early in the evening on Election Day, before all the polls had closed in the western part of the state. Without this blunder--which hasn't received nearly the attention heaped on the media for prematurely calling the election for George W. Bush several hours later--Sammon believes Gore would have given up his post-election campaign much sooner. Sammon also believes this had repercussions outside Florida: "If not for the networks' early and erroneous projections, Bush might have easily won the popular vote, and carried a few congressional seats with him."
The bulk of the book zeros in on Gore and his goal of "seizing the presidency." In one nifty bit of reporting, Sammon tracks down a navy lieutenant whose military ballot Gore's lawyers were determined to throw out. Sammon describes the unseemly spectacle of their success:
When the [Duval County] canvassing board announced that the ballots of 149 soldiers, sailors, and airmen had been disqualified, a pair of jubilant Gore lawyers exchanged high-fives. A Republican, visibly shaken by this sight, demanded to know how they could celebrate the disenfranchisement of U.S. military members risking their lives around the world. One of the Gore lawyers glibly replied, "A win's a win."
Sammon also covers all that business about the chads, Gore's "smear campaign" against Secretary of State Katherine Harris, and the Supreme Court's controversial Bush v. Gore ruling. This is by no means the definitive story of what happened in Florida, but it's a useful piece of journalism--and one that Bush's supporters will read with that heady mixture of outrage and excitement that politics uniquely provides. --John J. Levin examines several decisions in the court's history to illustrate his point, beginning with the landmark Marbury v. Madison case, wherein the court granted itself the power to declare acts of the other branches of government unconstitutional. He devotes later chapters to other key cases culminating in modern issues such as same-sex marriage and the McCain-Feingold campaign finance reform bill. Like effective attorneys do, Levin packs in copious research material and delivers his points with tremendous vigor, excoriating the justices for instances where he feels strict const! itutional constructivism gave way to biased interpretation. But Levin's definition of "activism" seems inconsistent. In the case of McCain-Feingold, the court declined to rule on a bill already passed by congress and signed by the president, but Levin, who thinks the bill violates the First Amendment, still accuses them of activism even when they were actually passive. To his talk-radio listeners, Levin's hard-charging style and dire warnings of the court's direction will strike a resonant tone of alarm, though the hyperbole may be a bit off-putting to the uninitiated. As an attack on the vagaries of decisions rendered by the Supreme Court and on some current justices, Men in Black scores points and will likely lead sympathetic juries to conviction. --John Moe [via]

If you ever want to vote again, you might not want to know what went on behind the scenes in the Capitol Hill meat grinder leading up to and during the impeachment proceedings against William Jefferson Clinton.... Lies, cowardice, hypocrisy, cynicism, amorality, butt-covering--these were the squalid political body parts that, squeezed through the political processor, combined to make a mockery of the impeachment process.
Of course, Schippers does want you to know what happened, and he also wants you to vote--against those who made the mess. And so he names names--of Republican senators who refused to allow evidence on the floor, of the five Democratic congressmen who never examined the evidence, of the GOP senator who said, "You're not going to dump this garbage on us," and also of the politicians who did an honest job, or at least asked reasonable questions (such as Joseph Lieberman). Schippers also reveals the evidence he was building against the Clinton administration regarding illegal INS actions and Chinagate, but that he was forced to drop. He reviews the successful struggle to get a full hearing in the House and the "flat-out rigged ball game" in the Senate. He discusses the president's pattern of abuse and intimidation of women, including some highly disturbing information regarding Kathleen Willey, Juanita Broaddrick, and Dolly Kyle Browning.Most of the documents related to the impeachment are still sealed, so Schippers's story is more diatribe than new information. Perhaps what this book confirms most (besides the ugly, self-serving side of politics) is the chasm between those trying Clinton, who firmly believed that his lying was destroying the structure of government, and those who felt that lying about sex was nobody's business. Schippers is clearly in the first camp: "I do not care what you are lying about.
