The 1990s have not been kind to Los Angeles. As Mike Davis writes, "The destructive February 1992, January 1993, and January 1995 floods ($500 million in damage) were mere brackets around the April 1992 insurrection ($1 billion), the October-November 1993 firestorms ($1 billion) and the January 1994 earthquake ($42 billion)." But, he argues, the increasing fear about nature's reign of terror in Southern California reflected in Hollywood's preoccupation with apocalypse--L.A. has been destroyed on screen by everything from lava (Volcano) to nukes (Miracle Mile) to alien death rays (Independence Day)--is in reality a strong case of denial. Again, Davis himself says it best: "For generations, market-driven urbanization has transgressed environmental common sense. Historic wildfire corridors have been turned into view-lot suburbs, wetland liquefaction zones into marinas, and floodplains into industrial districts and housing tracts. Monolithic public works have been substituted for regional planning and a responsible land ethic. As a result, Southern California has reaped flood, fire, and earthquake tragedies that were as avoidable, as unnatural, as the beating of Rodney King and the ensuing explosion in the streets."
As in City of Quartz, his earlier book about Los Angeles, Davis reveals the deeper ideological narratives behind historical events. Whether he's explaining the motivations behind the persistent refusal of civic leaders to admit that a tornado alley runs down the middle of the region, from Long Beach to Pasadena, or discussing, as one chapter refers to it, "the case for letting Malibu burn," he outlines his arguments with a fascinating amount of detail and a subtle sense of irony. There are wonderful chapters here, such as "Maneaters of the Sierra Madre," a zoology of the wild beasts Angelenos fear, including mountain lions that descend from the hills to eat joggers and small children, swarms of Africanized killer bees making their way across the deserts, and El Chupacabra, the "goat-sucking vampire" that joined L.A.'s roster of faddish icons in 1996.
Although this book is specifically about Los Angeles, its lessons about the relationship between urban developments and natural ecosystems and about the dangerous influence of class politics on environmental safety policy are applicable to any city. They say if you remember the '60s, you weren't there. But, fortunately, Tom Wolfe was there, notebook in hand, politely declining LSD while Ken Kesey and his Merry Pranksters fomented revolution, turning America on to a dangerously playful way of thinking as their Day-Glo conveyance, Further, made the most influential bus ride since Rosa Parks's. By taking On the Road's hero Neal Cassady as his driver on the cross-country revival tour and drawing on his own training as a magician, Kesey made Further into a bully pulpit, and linked the beat epoch with hippiedom. Paul McCartney's Many Years from Now cites Kesey as a key influence on his trippy Magical Mystery Tour film. Kesey temporarily renounced his literary magic for the cause of "tootling the multitudes"--making a spectacle of himself--and Prankster Robert Stone had to flee Kesey's wild party to get his life's work done. But in those years, Kesey's life was his work, and Wolfe infinitely multiplied the multitudes who got tootled by writing this major literary-journalistic monument to a resonant pop-culture moment.
Kesey's theatrical metamorphosis from the distinguished author of One Flew over the Cuckoo's Nest to the abominable shaman of the "Acid Test" soirees that launched The Grateful Dead required Wolfe's Day-Glo prose account to endure (though Kesey's own musings in Demon Box are no slouch either). This is the book that made "innumeracy" a household word, at least in some households. Paulos admits that "at least part of the motivation for any book is anger, and this book is no exception. I'm distressed by a society which depends so completely on mathematics and science and yet seems to indifferent to the innumeracy and scientific illiteracy of so many of its citizens."
But that is not all that drives him. The difference between our pretensions and reality is absurd and humorous, and the numerate can see this better than those who don't speak math. "I think there's something of the divine in these feelings of our absurdity, and they should be cherished, not avoided."
Paulos is not entirely successful at balancing anger and absurdity, but he tries. His diatribes against astrology, bad math education, Freud, and willful ignorance are leavened with jokes, mathematical or the sort (he claims) favored by the numerate.
It remains to be seen if Innumeracy will indeed be able, as Hofstadter hoped, to "help launch a revolution in math education that would do for innumeracy what Sabin and Salk did for polio"--but many of the improvements Paulos suggested have come to pass within 10 years. Only time will tell if the generation raised on these new principles is more resistant to innumeracy--and need only worry about being incomputable. --Mary Ellen Curtin [via]

Many mothers have long suspected that they're getting the short end of the deal--and finally, a highly respected economics journalist proves they're not just griping. Despite all the lip service given to the importance of motherhood, American mothers are not only not paid for all the work they do, but also penalized for it. "The gift of care can be both selfless and exploited," writes Ann Crittenden in this intrepid and groundbreaking work. Motherhood is dangerously undervalued--it's now the single biggest risk factor for poverty in old age. Mothers lose out in forgone income if they stay at home, an inflexible job market makes part-time work scarce or inadequately paid, and in the case of divorce, they're refused family assets by divorce laws that don't count their unpaid work.
Crittenden is fond of pointing out the hypocrisies plaguing America, and one is the belief in a welfare state enabling single mothers. The true welfare state, she says, protects paid workers from unforeseen risks through social security, unemployment insurance, and workman's compensation. Mothers who work part-time or not at all have no such safety net and typically take a nosedive into poverty, along with their children, after divorce or the death of their spouse. Married working moms are also punished--they pay the highest taxes on earned income in America. Crittenden's impassioned argument is based on research in a variety of fields, from economics to child development to demography. She shows how mothers were demoted from an economic asset to dependents, why welfare for only a certain group of mothers bred bitterness among the rest, and why there is currently an exodus of highly trained women from the work force.
Crittenden also travels far and wide for solutions. She finds them not only in such European nations as Sweden--which has abolished child poverty by giving mothers a year's paid leave, cash subsidies, and flexible work schedules--but in the U.S. military, which runs the best subsidized child-care program in the country and knows the value of providing special benefits to those who selflessly serve their country. Ultimately, Crittenden insists, the equality women have been fighting for will only be achieved when mothers are recognized as productive citizens creating a much-needed public good--human capital, or in layman's terms, well-raised children who grow into productive, law abiding citizens (and who pay into social security). This is an admirable--and charged--defense of motherhood, reminding us that unpaid female labor is "the priceless, invisible heart of the economy," and those who engage in this labor deserve the same rights, and the same respect, as other workers. --Lesley Reed [via]
