Traditionally, international economic negotiations have focused on trade merchandise with little attention being given to the special problems associated with trade in services. The decision, however, to establish negotiating procedures within the GATT on services trade elevated this issue on the international agenda.
While there are many studies on the service sector within an economy, Pacific Trade in Services is one of the first major works on international trade in services. It presents a structure for examining trade in services generally and illustrates the relevance of this framework by using a number of sectoral studies. It also provides a compilation of data on world services trade and on trade at the industry' level.
This volume brings together papers on a wide range of services trade issues. The first part addresses the empirical and policy issues in services trade, and looks at: the evolution of services in the structure of a number of Pacific countries and in their economic relations; the issues that are likely to be raised in any service negotiations, in the general context of the Closer Economic Relations (CER) Agreement between Australia and New Zealand; and the GATT context of negotiations on services trade. The second and third parts present a series of sectoral and country/case studies, dealing with such services as air transport and tourism, shipping, banking, entrepot trade, information and telecommunications, and construction, and to varying degrees with problems of internal and external liberalisation relevant to them. The fourth part of the volume provides an overview of the Sixteenth Pacific Trade and Development Conference held in Wellington, New Zealand in 1987, for which the papers collected in the volume were originally prepared.
Together, the essays in this book make a timely contribution to the work of policymakers, business strategists and researchers.
