This book discusses how various nations have sought to integrate their political, economic, and military goals into a coherent grand strategy that will preserve their interest in times of war and peace. Edited, and with two chapters written by Paul M. Kennedy, the author of "The Rise and Fall of the Great Powers", the book analyzes classic examples of European grand strategies and offers advice on how the United States should be balancing its priorities today. The opening chapter by Kennedy shows how the concept of grand strategy has broadened from battlefield operations to embrace such factors as the management of national resources, diplomacy, and public support. Succeeding chapters analyze British grand strategies in the War of Spanish Succession and the two world wars, then discuss grand strategy in the Roman Empire, imperial Spain, Germany, France, and the Soviet Union. The book concludes with reflections by Kennedy on current American grand strategy. He argues that America must avoid nuclear war, create flexible armed forces, preserve its alliance system and act to reverse the economic and social trends that have weakened its world standing if it is to enter the 21st-century in a strong position. With all its defects, with all the failures that we can check up against it, the UN still represents mans best-organized hope to substitute the conference table for the battlefield.
Dwight D. Eisenhower, 1961
The signing of the United Nations Charter in 1945 was an unprecedented development in the history of humankind. For the first time, the worlds most powerful sovereign nation states came together to create an autonomous organization designed to, in the Charters words, save succeeding generations from the scourge of war [and] reaffirm faith in fundamental human rights. Sixty years later, the UN still doggedly pursues that mandate, albeit not without difficulty and certainly not without criticism.
In The Parliament of Man, the distinguished scholar Paul Kennedy gives a thorough and timely history of the United Nations that explains the institutions roots and functions while also casting an objective eye on the UNs effectiveness as a body and on its prospects for success in meeting the challenges that lie ahead.
Building on expertise he gained in drafting official reports for the UNs fiftieth anniversary on how to improve the organizations performance, Kennedy makes sense of the many commissions and committees, and how its six main operating bodiesGeneral Assembly, Security Council, Economic and Social Council (UNESCO), Trusteeship Council, Secretariat, and International Courtoperate and interact. Citing examples from the UNs history, he shows how the five permanent members of the Security Councilthe United States, the United Kingdom, Russia, China, and Franceon numerous occasions overcame political antagonisms to spearhead military supervision of aid in humanitarian crises, and how lack of cooperation among the great powers has hamstrung such initiatives as the control of greenhouse gas emissions and exacerbated the deleterious effects of globalization on developing nations economies.
As a body, the UN emerges here for what it is: fallible, human-based, oftentimes dependent on the whims of powerful national governments or the foibles of individual senior UN administrators, but utterly indispensable. In The Parliament of Man, Kennedy ably proves that it is difficult to imagine how much more riven and ruinous our world of six billion people would be if there had been no UN social, environmental, and cultural agendasand no institutions to attempt to put them into practice on the ground. Since 1945, American foreign policy has enjoyed a record of overall success when dealing with friends of foes among the great powers. But the American record is mixed in handling the rest - the many nations that are not allies, enemies or rogue states. For most of this period the Cold War set the framework for US relations with these countries. But now there is no framework, and except for occasional humanitarian interventions and trade initiatives, no real policy. The foreign policy framework proposed here assumes that of the world's 140 developing states, there is a group of nine pivotal states whose futures are poised at critical turning points, and whose fate will strongly affect regional and even global security. These nine states are the ones upon which the United States should focus its scarce foreign policy resources. In these essays, the authors explore America's strategy towards the pivotal states and the implications for its foreign policy. [via]

Paul Kennedy,s international bestseller is a sweeping account of five hundred years of fluctuating economic muscle and military might among the great powers of the world. Kennedy begins with Europe,s dramatic return to the forefront of world domination at the expense of China and the Muslim world and brings us up to modern times, with both on the brink of remarkable recovery. Along the way he explores world wars and civil wars, destructive ideologies, the paranoia of superpowers and the inherent problems of a united Europe. He persuasively demonstrates the interdependence of economic and military power, showing how imbalance between the two has historically led to spectacular political disaster. Erudite and brilliantly original, 'The Rise and Fall of Great Powers, is essential reading for anyone with an interest in the politics of power. [via]
